Tenant Selection Criteria

This document describes the criteria Navira Property Management LLC ("Navira") uses to evaluate rental applications. It is provided to every applicant, free of charge, before any application fee is collected, in accordance with Texas Property Code §92.3515. Applying these criteria uniformly to every applicant is what keeps screening consistent with our Fair Housing Policy.
Who must apply
Every occupant 18 years of age or older who will reside in the property must submit a separate application and meet these criteria, unless otherwise required by law (for example, as a reasonable accommodation for disability, or an exception for a minor's parent or legal guardian).
Application requirements
To be considered complete, an application must include:
- A fully completed application form for each applicant.
- Government-issued photo identification.
- Proof of income (see below).
- The non-refundable application fee of $60 per applicant, which covers the cost of screening.
Incomplete applications will not be processed until all required items are received.
Income
- Combined gross monthly household income must be at least 3x the monthly rent.
- Acceptable proof of income includes recent pay stubs, an offer letter, tax returns, bank statements, or a written statement from an employer. Self-employed and non-traditional income (retirement, disability, alimony, child support, housing vouchers, etc.) is accepted and evaluated on the same basis as employment income.
- Applicants may combine income with a co-applicant, or add a qualified guarantor/co-signer who separately meets these criteria, if household income alone does not meet the threshold.
Rental history
- Applicants must provide verifiable rental history for the past 3 years, or mortgage history if applicable. First-time renters are evaluated based on other criteria (income, credit, co-signer) rather than automatically declined for lack of history.
- A history of on-time rent payment is expected. No more than 3 late payments in the past 3 years.
- An applicant with a completed eviction judgment within the past 10 years will not be approved without additional qualifying factors (e.g., a qualified co-signer). An eviction filing that did not result in a judgment against the applicant, or that was later dismissed, is not treated as a negative factor on its own.
Credit history
- Applicants are screened using a third-party consumer credit report. A minimum credit score of 650 is required.
- Limited or no credit history is not an automatic denial; it may be addressed with a qualified co-signer or additional deposit, applied consistently to all applicants in that situation.
- Because credit reports come from a consumer reporting agency, adverse action based in whole or in part on a credit report triggers the notice described in "Notice of decision" below, as required by the federal Fair Credit Reporting Act (FCRA).
Criminal history
Navira considers criminal history as part of a complete application, evaluated individually rather than through an automatic disqualification based on the existence of a record alone. For each relevant record, Navira considers: the nature and severity of the offense, how much time has passed since the offense and completion of any sentence, and evidence of rehabilitation.
- Convictions for the manufacture or distribution of a controlled substance, or for a crime against a person or property, within the past 7 years, will be individually reviewed and may result in denial or a conditional approval (for example, with a qualified co-signer).
- Registered sex offender status is an automatic disqualifying factor, without a lookback limit.
- Arrests that did not result in a conviction are not, by themselves, a basis for denial.
Occupancy
Navira follows a general occupancy guideline of two persons per bedroom, plus reasonable exceptions for the age and size of occupants, the size and configuration of the unit, and other factors, consistent with HUD's guidance on reasonable occupancy standards (the "Keating Memo") and the Fair Housing Act.
Pets and assistance animals
Most Navira-managed homes welcome pets, subject to owner approval and the terms below. Individual owners may set stricter limits (for example, no cats, or a lower pet count) — where they do, the property-specific listing controls.
- Up to 2 domestic pets per household, unless the owner approves more.
- Pets must be at least 12 months old, spayed or neutered (proof required), and current on core vaccinations (rabies, distemper, and parvo for dogs; FVRCP for cats), with city registration where locally required.
- One-time, non-refundable pet fee of $400 per pet, due at lease signing, plus $30/month pet rent per pet.
- Cats must be kept indoors; some properties may require declawing.
- The following breeds, and mixes containing them, are restricted: Pit Bull Terrier, American Pit Bull, American Staffordshire Terrier, Staffordshire Bull Terrier, Rottweiler, Doberman Pinscher, German Shepherd, Chow Chow, Akita, Alaskan Malamute, Husky, Presa Canario, Cane Corso, all Mastiff types, and wolf-hybrids. Navira may deny any animal that displays aggressive behavior regardless of breed.
- Snakes, reptiles, spiders, ferrets, rabbits, birds, livestock, and other exotic or non-traditional animals are not permitted. Fish tanks up to 20 gallons total are allowed without a pet fee, provided the tenant carries renter's insurance covering water damage; larger tanks require the owner's written approval.
- Every pet must be disclosed on the application and approved in writing before move-in. All pets, including service and assistance animals, must be registered through PetScreening.com prior to move-in; PetScreening charges a separate, non-refundable profile fee that is the applicant's responsibility (service and assistance animals are screened at no charge).
- Tenants are responsible for all pet-related damage, daily waste removal, keeping pets leashed in common areas, and any noise complaints, and agree to indemnify Navira and the property owner for injury, damage, or nuisance caused by their animal.
Assistance animals are not pets and are not subject to pet fees, pet rent, or breed/weight restrictions, consistent with Navira's Fair Housing Policy. For emotional support animals, Navira may request current documentation (dated within the past 12 months) from a licensed healthcare provider with whom the applicant has a genuine therapeutic relationship, as permitted under the Fair Housing Act.
Notice of decision
Every applicant receives a decision in writing. If an application is denied, or approved subject to conditions (such as a higher deposit or a co-signer) because the applicant did not fully meet these criteria, Navira will state that in writing as required by Texas Property Code §92.3515.
If the decision was based in whole or in part on information in a consumer report (credit or background check), Navira will also provide the adverse action notice required by the FCRA, including the name and contact information of the consumer reporting agency, a statement that the agency did not make the decision and cannot explain the specific reasons for it, and notice of the applicant's right to a free copy of the report and to dispute its accuracy.
Reasonable accommodations
An applicant with a disability may request a reasonable accommodation to any part of this policy at any stage of the application process. Requests may be made verbally or in writing and will be handled promptly and in accordance with Navira's Fair Housing Policy.
